The present invention relates to a polarizing plate comprising a polyethylene terephthalate film and having good physical properties, and to a method for manufacturing the same. The polarizing plate of the present invention is a polarizing plate having a water-based adhesive layer, a primer layer and a polyethylene terephthalate protective film on at least one surface of a polarizer in the order named, wherein the water-based adhesive layer is formed using a water-based adhesive comprising a polyvinyl alcohol-based resin and a glycidyl oxalate cross-linking agent in a weight ratio of 100:5 to 100:50, and the primer layer is formed using a primer composition comprising a polyester-based compound and an acrylic compound.
