Provided are: a biaxially stretched polybutylene terephthalate film, which has excellent thickness precision and pin-hole resistance simultaneously with bag rupture resistance and which can impart excellent barrier properties when a gas barrier layer is provided; and a manufacturing method therefor. The present invention is a biaxially stretched polybutylene terephthalate film comprising at least 90 mass% of polybutylene terephthalate, the biaxially stretched polybutylene terephthalate film being characterized in that for at least one surface, the center average roughness of a 500 nm square surface that does not comprise protrusions arising from inert particles is 1.0 nm or less.
