The present invention relates to a manufacturing method of an amorphous copper-manganese oxide catalyst, capable of effectively removing hazardous gas such as carbon monoxide and nitrogen oxide. More specifically, the present invention relates to a manufacturing method of amorphous copper-manganese complex oxide by heat treating after synthesizing a layer structure copper-containing metal hydroxide in advance, and intercalating an anionic manganese ion species in the intercalation metal hydroxide.
