PROBLEM TO BE SOLVED: To improve adhesive properties and decrease a finishing height.SOLUTION: A floor structure comprises: a sill part; a mortar layer which is provided on the sill part; and a composite floor material which includes paper sludge and a resin, and which has a plush member with a plush part stuck on one side. The plush part of the plush member is embedded in the mortar layer, and the composite floor material is provided on the mortar layer.
