The present invention provides a system for treating organic waste, which comprises: a concentrator for concentrating the residual sludge which is organic waste discharged from a secondary sedimentation basin in a sewage treatment process; a rapid cycling solubilization device for solubilizing the condensed sludge discharged from the condenser; a digestion tank for digesting the sludge discharged from the solubilization device; a primary dehydrator for primarily dehydrating the digested sludge discharged from the digestion tank; and a horizontal transport electroosmotic dehydrator for secondarily dehydrating the sludge cake discharged from the primary dehydrator.
