Management of resource allocation in a mobile telecommunication network

The invention relates to a cloud providing some services associated with a mobile telecommunication network. The service is provided by one or more applications in network elements 60 which run on remote resources 50 which are virtual servers in embodiments. The applications and virtual servers are managed by network managing entities (NME) 20 and cloud managing entities (CME) 10 respectively. The service is managed by network entity (NE) 100 in communication with the NME and CME. User policy entity (UPE) 70 holds rules/configuration settings for applications providing services. The rules may relate to instantiating applications. In response to events such as natural disaster/fault/failure, new services or load/demand in/decrease the NE may provide new rules to the UPE. The new rules may modify/replace/add to existing rules. The rules may relate to traffic bit rates, video optimisers and flow types.
