PROBLEM TO BE SOLVED: To provide a foam fire-extinguishing apparatus and foam fire-extinguishing system capable of efficiently foaming aqueous solution including fire-extinguishing foam in a fire extinguishant container.SOLUTION: The fire-extinguishing apparatus includes: a fire extinguishant container for storing an aqueous solution including fire-extinguishing foam; a gas supplier for supplying the inside of the fire extinguishant container with gas; and a foam nozzle for discharging the aqueous solution, in a foam form, that is pushed out from the inside of the fire extinguishant container by gas pressure of the gas supplier. The gas supplied from the gas supplier is discharged to both the inside of the aqueous solution and a space outside the aqueous solution out of the inside of the fire extinguishant container.
