<p><P>PROBLEM TO BE SOLVED: To provide a turning device that prevents a one-way clutch from being broken even when an excessive force is exerted on the one-way clutch due to a large inverse rotation torque of a turbine rotor, and prevents the turbine rotor from being inversely rotated. <P>SOLUTION: The turning device is configured to transmit a rotative force of a turning motor to the turbine rotor via a power transmission unit having a worm shaft 24 and a worm gear to rotate the turbine rotor.
