PROBLEM TO BE SOLVED: To provide a water treatment monitor system achieving the improvement of treatment water quality caused by denitriding promotion and energy conversion, and a water treatment system and a water treatment method using the same.SOLUTION: Provided is a water treatment monitor system 2 including: a nitrification denitrification tank 11 performing nitrification and denitrification to the water 100 to be treated such as sewage; an ammonium sensor 20 installed in the nitrification denitrification tank 11; a blower 15 feeding oxygen to the nitrification denitrification tank 11 via a scattering tube 13 installed inside the nitrification denitrification tank 11; and an aeration wind amount control part 21 controlling the aerated wind amount of the blower 15. The aeration wind amount control part 21 switchably controls an aeration operation of feeding an aeration wind amount suitable for nitrification in accordance with ammonia nitrogen concentration in the nitrification denitrification tank 11 measured with the ammonia sensor 20 and a fine-aeration operation of feeding an aeration wind amount capable of maintaining a pseudo non-oxygen state as microorganisms also being a state capable of maintaining a state where active sludge disperses into the water 100 to be treated.
