<p><P>PROBLEM TO BE SOLVED: To provide a surface treatment method for covering the surface of a member to be treated with a water/oil repellent film having excellent durability. <P>SOLUTION: A steel plate heated to 80°C is immersed in a solution A which contains tetraethoxysilane, water, ethanol, and silica particles whose average primary particle size is 30 nm and whose pH is adjusted to 3.0 by hydrochloric acid, and is pulled up. When the solution A evaporates, the steel plate is promptly put in a solution B (a sodium hydroxide aqueous solution of pH12) and is immersed for 30 minutes. On the surface of the steel plate, a silica film with an uneven surface is formed. The steel plate is immersed in a solution C which contains 1H, 1H, 2H, 2H-perfluoro decyltriethoxysilane, water and ethanol and whose pH is adjusted to 3.0 by hydrocholoric acid. The steel plate is pulled up after being immersed for 30 minutes, and is immersed in the solution B for 30 minutes.
