PROBLEM TO BE SOLVED: To provide a developer for electrostatic charge image development that suppresses the occurrence of color streaks in an image.SOLUTION: There is provided an electrostatic charge image developer that contains a toner including toner particles and strontium titanate particles having a volume average particle diameter of 3 μm or more and 7 μm or less, and a carrier including core material particles and a coating layer that coats each of the core material particles and includes a polycyclohexyl methacrylate resin.
