Disclosed in a specific embodiment of the present invention are a hydrogen spillover-based catalyst comprising a metal cluster covered by a nitrogen-containing carbonaceous layer or a carbonaceous layer designed to penetrate through a hydrogen molecule (H_2) and not to penetrate through an oxygen molecule (O_2), and a method for synthesizing hydrogen peroxide by directly reacting hydrogen and oxygen under the existence of the catalyst.
