PROBLEM TO BE SOLVED: To provide a technology for smoothly operating the return of a vehicle even when a vehicle for providing a service of car sharing is stored in an environment where it is not possible to secure radio communication by a public telephone line.SOLUTION: A vehicle management server for managing a service object vehicle and a user who uses the service object vehicle includes: a vehicle management database for storing management data related to the service object vehicle; a member database for storing data related to the use charge of the user; data reception means for receiving data for management for managing the service object vehicle; and return time estimation means for estimating return time on the basis of the data for management received just before the service object vehicle is not able to secure radio communication by a public telephone line.
