The present invention has a function for setting charging conditions such as measurement of the maximum electricity quantity, setup of an charging power amount by the measured value, a reserve margin for each time, each user, each location and each electric power service company and local power conditions, and realizes optimal charging and billing according to charging conditions such as a usage time, a charging amount, a charging start time, a temporary charging stop and a charging restart time while continuously managing a maximum charging power amount, a current and a voltage transformation point, information on a connection between a power supply and a charging device, a charge in accordance with the usage time, and charge information in accordance with the charging power amount. |
