The purpose of the present invention is to obtain a rotating electric machine, the voltage of which can be increased by ensuring the electrical insulation of a coil end and which can be manufactured by inexpensive equipment, and also to obtain a method for manufacturing the rotating electric machine. In a rotating electric machine according to the present invention, an outer diameter side insulating paper has: a circular ring-shaped outer diameter side insulating paper base disposed on the inner diameter side of a row of first coil ends so as to be along the first coil ends; and outer diameter side insulating paper projections each projecting outward in a radial direction from an end portion lying outward in an axial direction of the outer diameter side insulating paper base and inserted more outward in an axial direction than a second curved portion between adjacent first coil ends. An inner diameter side insulating paper has: a circular ring-shaped inner diameter side insulating paper base disposed on the outer diameter side of a row of second coil ends so as to be along the second coil ends; and an outer diameter side insulating paper projection each projecting inward in a radial direction from an end portion lying outward in an axial direction of the inner diameter side insulating paper base and inserted more outward in an axial direction than a fourth curved portion between adjacent second coil ends.
