The present invention provides a communication system, a mobility management entity (MME), and a communication method for exerting such control that a packet generated at a user device (UE) while moving can reliably be received. The communication system according to the present invention is provided with an MME (25) for executing a Tracking Area Update process to alter the location registration area of a UE (45) due to that the UE (45) has moved, and managing the location registration area of the UE (45) before the alteration, and a packet data network gateway (PGW) (75) for transmitting, to the MME (25), a control signal that needs to be notified to the UE (45) while the Tracking Area Update process is being executed. The MME (25) transmits, upon receiving the control signal, a response signal to the PGW (75) indicating that the Tracking Area Update process is being executed, and the PGW (75) transmits the control signal to an MME (35) managing the altered location registration area of the UE (45) after the Tracking Area Update process is completed. |
