The objective of the present invention is to suitably carry out "listen before talk" (LBT) in a wireless communication system (LAA) that operates under LTE in an unlicensed band. In the present invention, a wireless base station for communicating with a user terminal with which it is possible to utilize a licensed band and an unlicensed band is provided with: a control unit for controlling the transmission of a downlink signal in an unlicensed band using LBT; a selection unit for selecting, in a random fashion having equal probability, a symbol that executes LBT from a plurality of candidate symbols; an acquisition unit for acquiring measurement results in which the receiving signal strength during the LBT period is measured. The control unit performs a control such that a beacon reference signal is transmitted using all of the candidate symbols besides the symbol used for executing LBT, when a channel of the unlicensed band is determined to be in idle mode from the measurement results for the receiving signal strength.
