PROBLEM TO BE SOLVED: To provide an image processing device, image processing method, and image processing system capable of making an image have high image quality while reducing size of image data.SOLUTION: There is provided an image processing device comprising: a conversion section for converting input image data, by using a predetermined system; a first compression processing section for performing, for a predetermined unit based on a reference unit corresponding to the predetermined system, quantization on the image data converted using the predetermined system before performing variable-length encoding and compression on the image data; and a second compression processing section for performing, in frame units, quantization on image data obtained by decoding and inversely quantizing the compressed image data before performing variable-length encoding and compression on the image data. |
