PROBLEM TO BE SOLVED: To obtain a formulation which is an oil-in-water emulsion composition with a small particle diameter and excellent efficacy, which is also excellent in feeling of use and temporal stability, and is free from viscosity (hardness) increase particularly at low temperature.SOLUTION: The oil-in-water emulsion composition with a mean particle diameter of 1 μm or less and containing the following (A), (B), (C), and (D) is provided. (A) One kind or two kinds or more selected from substances which are solid among a higher alcohol, higher fatty acid, monoalkyl glyceryl ether, and monoalkyl glyceryl ester; (B) one kind or two kinds or more of solid oil and fats with a hydroxyfatty acid group, and solid triglyceride; (C) one kind or two kinds or more of liquid oil and fats; and (D) one kind or two kinds or more selected from glycyrrhizinic acid and salts thereof, and dl-α-tocopherol 2-L-ascorbic acid diester phosphate potassium. |
