The present invention provides an apparatus and a method for a user input, which measures plane input information two-dimensionally inputted to the apparatus for user input by using a first sensor, measures a position of the apparatus for user input and position movement information inputted according to the quantity related to a rotary motion, and then generates a content control signal by combining the plane input information and the position movement information. The apparatus for a user input includes: a first sensor which measures the plane input information; a second senor which measures the position of the apparatus for user input or the position movement information; and a signal processing unit which generates the content control signal by combining the plane input information and the position movement information.
