Disclosed is a man-made snow generating apparatus used for measuring the ice breaking performance of an ice breaker. The man-made snow generating apparatus used for measuring the ice breaking performance of an ice breaker of the present invention comprises: a steam generating unit (110) for generating steam by receiving water from outside; a first air compressor (P1) for spraying the steam at a high speed; a second air compressor (P2) for providing cooled compressed air; an man-made snow generating unit (120) for receiving the steam provided by the first air compressor (P1) and the cooled compressed air provided by the second air compressor (P2) to generate man-made snow; a rail unit (130) installed on the top of an ice making tank for the man-made snow generating unit (120) to move along the surface of the ice making tank; and a control unit (140) for controlling the operation of the steam generating unit (110), the first air compressor (P1), the second air compressor (P2), the artificial snow generating unit (120), and the rail unit (130).
