PROBLEM TO BE SOLVED: To provide a developing roller that has high development characteristics and can be obtained relatively simply at low cost.SOLUTION: There is provided a developing roller that has coated the surface of a conductive substrate with a resin layer, where the resin layer includes conductive fine particles and soluble nylon as a binder resin; the surface of the resin layer has a surface roughness Ra of 0.4 μm or more; and an undulation curve has a period of 50 to 400 μm and a height of 2 to 10 μm.
