PROBLEM TO BE SOLVED: To provide a receiving device and a receiving method, with which a file is received in an MMT(MPEG Media Transport) system.SOLUTION: Information which maps a resource constituting an application on a location on an MMT transmission line which broadcasts URL showing the location in the application and information which shows a display unit and a link relation in the application are transmitted from a transmission side. A receiver side acquires an access range to hierarchical file data when a data broadcast application is performed and location information and a size of file data in each access range, and effectively and previously caches the application.
