PROBLEM TO BE SOLVED: To effectively utilize a surplus band of a physical line included in a logical line.SOLUTION: A plurality of physical ports are allocated to a plurality of identifiers of a first type of an encapsulated header included in a packet and, in accordance with the allocation, the packet is distributed to the plurality of physical ports. Physical bands of the packet passing the plurality of physical ports are acquired and the physical band of at least one physical port is compared with a first threshold. A logical band of a logical port that is a total value of the physical bands is compared with a second threshold and if the physical band exceeds the first threshold and the logical band is equal to or less than the second threshold as results of the comparison, an identifier of a second type is extracted from the encapsulated header. The plurality of physical ports are allocated to a plurality of combinations of the identifiers of the first type and the identifiers of the second type in such a manner that the physical bands of the plurality of physical ports are prevented from being eccentrically enlarged in at least one physical port. |
