In order to effectively utilize a radio resource even if communication is performed using frequency-divided paired bands, a radio base station comprises: a transmission/reception unit which performs transmission to and reception from user terminal using frequency-divided paired bands; a control unit which performs control such that UL transmission and DL transmission are performed in at least one band of the paired bands; and a generation unit which generates a downlink control signal for controlling the UL transmission and the DL transmission in the one band, and the control unit performs control such that the downlink control single is transmitted from the other band that pairs up with the one band or another component carrier.
