<P>PROBLEM TO BE SOLVED: To provide a technique for efficiently producing high strength granules with good stability from dredged sedimentary soil. <P>SOLUTION: Granules can be efficiently produced from dredged sedimentary soil by using coal combustion ash together with paper sludge combustion ash and blast furnace cement.
