Embodiments of the present invention provide a method for keeping an application online, an always-online controller, and a device. The method includes: receiving an always-online request message, sent by a first device, of the application, where the always-online request message includes a user identity; sending a bearer always-online request message including the user identity to a gateway device, so that the gateway device keeps a bearer tunnel corresponding to the user identity always online; and sending an always-online response message to the first device; where the first device is a UE, and a second device is an OTT server, or the first device is an OTT server, and a second device is a UE. In the embodiments of the present invention, by sending an always-online request to an always-online controller, and further enabling a gateway device to keep a bearer tunnel always online, it is implementing that an application is always online and a heartbeat packet exchange is avoided, thereby saving signaling. |
