A thermal energy recovery device according to the present invention comprises: a heater to evaporate an operation medium by heat of a heating medium; an expander into which the operation medium flowing out of the heater flows; a drive device connected to the expander; a condenser to condense the operation medium flowing out of the expander by a cooling medium; a storage unit to store the operation medium condensed in the condenser; a pump (7) to transport the operation medium flowing out of the storage unit to the heater; a circulation flow passage of the operation medium which connects the heater, the expander, the condenser, the storage unit, and the pump in the order listed; and a pump control unit to control drive of the pump. The pump control unit drives the pump after the heating medium is supplied to the heater and the cooling medium is supplied to the condenser. Accordingly, an amount of the operation medium in a liquid form in the storage unit disposed upstream of the pump can be secured.
