The present invention relates to a micro-porous structure, which includes a plurality of pores formed in micro-scale on a plate or a film of a metal or polymer material, and a method for manufacturing the same. The method for manufacturing a micro-porous structure according to the present invention comprises the following steps: mixing a chemical foaming agent, which can be foamed by heat, with metal or polymer to prepare a plate or a film; irradiating laser beam or ultrasonic or electric waves onto the plate or the film of a metal or polymer material to be foamed through local heating to form air bubbles; and forming, with the air bubbles, open-type or closed-type pores on the plate or the film.
