<P>PROBLEM TO BE SOLVED: To provide an information transmission server and the like for ranking, in response to a request from a user requesting for transmitting a coupon and the like, the user in accordance with a usage scene and transmitting information in accordance with the rank. <P>SOLUTION: A user DB stores, by user, information related to a usage actual such as the number of uses in accordance with a usage scene such as region, business category and time zone.
