<p><P>PROBLEM TO BE SOLVED: To provide an alternative technology for a triethanolamine fatty acid soap in a powder-containing external skin care preparation in a form of an oil-in-water emulsion without decreasing usability and stability. <P>SOLUTION: The external skin care preparation in a form of an oil-in-water emulsion contains an arginine fatty acid soap and a sucrose fatty acid ester, and further contains a powder treated with a fatty acid metal soap or a resin powder or a polymer-coated powder.
