<p><P>PROBLEM TO BE SOLVED: To provide a video monitoring recorder capable of configuring recorders having various specifications as requested by a user side. <P>SOLUTION: A virtualization section 12 virtually constructs recorders 11a-11n for recording monitoring data using hardware resources 11. An allocation quantity calculation section 13 calculates values of hardware resources 11 needed to record the monitoring data on the basis of parameters of the monitoring data input from a terminal 2, and calculates quantities of allocation to the recorders 11a-11n from the values of the hardware resources 11.
