<p><P>PROBLEM TO BE SOLVED: To achieve a cost reduction by making unnecessary a shutoff valve required hitherto. <P>SOLUTION: An electric motor M and a hydraulic pump P are coordinated to rotate the hydraulic pump P with driving force of the electric motor M, and a cylinder CR is connected to the hydraulic pump P to extend the cylinder with discharge pressure of the hydraulic pump P and to contract the cylinder with the weight of the empty cylinder.
