A CO2 recovery device comprising: a CO2 absorption tower that brings an exhaust gas containing CO2 into contact with an absorbent to eliminate CO2 in the exhaust gas; a control unit that controls a volume of the exhaust gas to be treated; a first flow channel in which the exhaust gas flows from a generation source to the CO2 absorption tower and on which a first valve is provided; a second flow channel that branches from the first flow channel and on which a second valve is provided, wherein the first flow channel includes on an upper stream side from the second flow channel; an exhaust gas flow rate sensor that measures a flow rate of the exhaust gas; a CO2 concentration sensor that measures a concentration of CO2 contained in the exhaust gas, wherein the control unit controls the volume of the exhaust gas to be treated by adjusting opening degrees of the first valve and the second valve; and a regeneration tower that eliminates and regenerates CO2 in a rich solution that has absorbed CO2 in the CO2 absorption tower, wherein the absorbent, which is a lean solution from which CO2 is eliminated in the regeneration tower, is reused in the CO2 absorption tower, wherein the CO2 recovery device operates based on an exhaust gas treatment rate RG1 and a CO2 recovery rate RC02, which satisfy conditional expressions (1) and (2) below, RG1=TCO2/VG1, where  (1)VG1: Flow rate of exhaust gas discharged from generation source of exhaust gas; andTCO2: Volume of exhaust gas to be treated by CO2 recovery device, and RCO2=CCO2/VCO2, where  (2)VCO2: Volume of CO2 contained in exhaust gas to be treated by CO2 recovery device; andCCO2: Volume of CO2 to be recovered by CO2 recovery device, wherein the CO2 recovery device sets a target treatment volume for exhaust gas on the basis of the product of an actual flow rate of the exhaust gas discharged toward the CO2 recovery device from the generation source of the exhaust gas, and the exhaust gas treatment rate RG1, and wherein the CO2 recovery device sets a target recovery volume for CO2 on the basis of the product of an actual volume of CO2 contained in the exhaust gas discharged from the generation source of the exhaust gas to the CO2 recovery device, the exhaust gas treatment rate RG1, and the CO2 recovery rate RCO2.
