PROBLEM TO BE SOLVED: To provide an estimation device that measures a load on a radio communication system without monitoring communication on a network.SOLUTION: An estimation device comprises: a measurement result acquisition unit that acquires own-cell RSRP (Reference Signal Received Power) indicating the reception strength of a reference signal received from one cell measured in the one cell in an LTE system, RSRQ (Reference Signal Received Quality) indicating reception quality of the reference signal, and other-cell RSRP indicating the reception strength of a reference signal received from another cell other than the one cell; and an estimation value derivation unit that derives an estimation value of at least one of the use rate of a PRB (Physical Resource Block) in the one cell and the average use rate of PRBs in the one cell and the other cell on the basis of the own-cell RSRP, RSRQ, and the other-cell RSRP. |
