PROBLEM TO BE SOLVED: To enable immediate issuance of an IC card at a shop with minimum facility investment and space saving.SOLUTION: An IC card issuing system comprises a mobile communication terminal and a management server. The mobile communication terminal includes: means for acquiring IC card information from an IC card in which an IC card key is not yet written; means for transmitting the IC card information to the management server; means for receiving an IC card key from the management server; and means for issuing the IC card by writing the IC card key in the IC card in which an IC card key is not yet written. |
