PROBLEM TO BE SOLVED: To provide a developing apparatus configured to prevent image defect from being generated due to the change in distance between a toner carrier and an image carrier, and an image forming apparatus including the developing apparatus.SOLUTION: A developing apparatus 122 includes a development housing 80, a developing roller 83, and a roller gear 83G. The roller gear 83G is fixed to one axial end of the developing roller 83, and transmits rotation driving force to the developing roller 83. The developing roller 83 includes a sleeve 830 and a coating layer 83C. The coating layer 83C is formed by immersing the sleeve 830 in a predetermined immersion tank along a vertical direction. The developing roller 83 is mounted on the development housing 80 so that a lower end of the developing roller 83 at the time of immersion is located at the other axial end opposite the roller gear 83G. |
