PROBLEM TO BE SOLVED: To provide: a grinding wheel that can reduce occurrence of fractures at edges of a workpiece during a cutting process, and is usable for a long term; and a cutting tool having a cutting edge processed by the grinding wheel.SOLUTION: A grinding wheel 1 has a grindstone part 3 formed by bonding abrasive grains with a binder. A plurality of peaks exist in a grain diameter distribution of the abrasive grains. All of grain diameters of peak tops at the peaks are 20 μm or less. A grain diameter ratio dp (a grain diameter of p1/a grain diameter of p2) of a grain diameter p1 of a peak top of a small grain diameter and a grain diameter p2 of a peak top of a large grain diameter is 0.01-0.4. |
