PROBLEM TO BE SOLVED: To produce thermal insulating fabrics by causing functional solution containing aerogel to permeate fiber while carding.SOLUTION: A production apparatus comprises: a feeding unit having a fiber feeding device; a permeation unit having a carding unit carding fiber supplied from the fiber feeding device, a first storage tank feeding functional solution so that the functional solution containing aerogel permeates through the fiber in the carding unit and a second storage tank feeding contacting liquid so that the contacting liquid is applied on processed fabrics permeated by the functional solution; a pressurizing unit having a pressurizing roller stacking and pressurizing the processed fabrics permeated by the functional solution by the permeation unit; and a collecting unit collecting thermal insulation fabrics pressurized and produced by the pressurizing unit.
