Disclosed are a method and device for switching/stream migration. The method comprises: according to a service rate of a terminal and a pre-set threshold value, determining a service rate state of the terminal; according to an offset value related to the service rate state and/or a scale factor, determining a condition parameter for switching/stream migration; and according to the condition parameter, judging whether the terminal conducts switching/stream migration. By means of the present invention, the problem in the related art that the user experience may be impaired due to the fact that the current service rate of a terminal is not taken into account during switching or stream migration is solved, so that it can be guaranteed that terminals of different rates conduct switching or migrate services to an appropriate target network at an appropriate opportunity, thereby providing better overall service experience for a user. |
