PROBLEM TO BE SOLVED: To provide a communication terminal, radio communication system, mobile communication method, and mobile communication program that are able to stably communicate with a radio base station.SOLUTION: A communication terminal includes: electric field strength measuring means 11 for measuring electric field strength of a reception signal based on a radio wave transmitted by a radio base station; control means 12 for having storage means store therein electric field strength information indicating a measurement result by the electric field strength measuring means 11; and difference calculation means 13 for calculating difference between the electric field strength indicated by the electric field strength information stored in the storage means and the electric field strength measured by the electric field measuring means. The control means 11 performs search processing to search for another radio base station if the difference calculated by the difference calculation means 13 is equal to or more than a prescribed value.
