An apparatus and a method for controlling soft switch proportion are provided by the embodiments of the present invention. The distribution of cell signal strength received by user devices is obtained by the analysis of measurement reports of the user devices. A mapping relation between soft switch parameters and the air interface quality is determined, and the soft switch parameters are adjusted according to the mapping relation. By adjusting the soft switch parameters of the cell according to the cell signal quality, the soft switch proportion can be reduced and capacity can be improved under the precondition that communication quality is maintained. Furthermore, after adjusting the soft switch proportion according to the air interface quality, the monitoring of the air interface quality of the system is continued, and by modifying the specific cell soft switch parameters and maintaining the communication quality of the user device performing soft switch, a balance between improving the system capacity and maintaining the communication quality is achieved.
