A resource selection device and a communication system. The device comprises: a first selection unit for selecting, after a user equipment is disconnected from a first base station, a resource for communication from a resource pool configured by the first base station or a second base station according to a second mode during a first period from receiving physical layer de-synchronization indication information by the user equipment to receiving a first resource allocated according to a first mode by the second base station which re-establishes a connection with the user equipment, or during a second period from receiving, by the user equipment, configuration information which triggers the user equipment to switch to the second base station to receiving a first resource allocated by the second base station according to a first mode, or during a third period from re-establishing initialization by the user equipment to receiving a first resource allocated according to a first mode by the second base station which re-establishes the connection with the user equipment, or during a fourth period from sending a re-establishment request by the user equipment to receiving a first resource allocated according to a first mode by the second base station which re-establishes the connection with the user equipment. Through the resource selection device and the communication system, it is easy for a user equipment to select a corresponding resource for D2D communication so as to ensure the continuity of the D2D communication and avoid interruption.
