PROBLEM TO BE SOLVED: To safely consume residual power in a battery stack after a charging/discharging path is shut off.SOLUTION: A protection element includes: an insulation substrate 21; a heating element 15; first and second electrodes 11 and 12 laminated on the insulation substrate 21 and connected with an external circuit; and a fusible conductor 22 which is laminated on the first and second electrodes 11 and 12 and a heating element lead-out electrode 18 that is provided between the first and second electrodes 11 and 12 and connected with the heating element 15, for shutting off a current passage between the first electrode 11 and the second electrode 12 by heating. Between the first electrode 11 and the heating element lead-out electrode 18, a load resistor 16 is connected in parallel with the fusible conductor 22, and the load resistor 16 is connected to the external circuit and the heating element 15 in series.
