Disclosed are a method to determine a color difference component quantization parameter, and a device using the same method. The method to decode an image comprises: a step of decoding a color difference component quantization parameter offset based on the size information of a transform unit; and a step of calculating a color difference component quantization parameter index based on a decoded color difference component quantization parameter offset. As such, the present invention performs effective quantization by applying different color difference component quantization parameters in accordance to the size of the transform unit when executing quantization.
