The present invention relates to a system and a method for detecting the risk of damage of an underground utility in advance to prevent an accident. According to the present invention, the system for detecting the risk of damage of an underground utility comprises: a position recognizing terminal for receiving a global positioning system (GPS) value, and recognizing excavation work using an impact detecting sensor; a driver seat terminal for receiving and monitoring the GPS value in real time from the position recognizing terminal, and determining whether heavy equipment is in work or not; an operation server for receiving the GPS value of the position recognizing terminal from the driver seat terminal; and an underground utility administrator server for receiving the GPS value of the position recognizing terminal from the management server.
