PROBLEM TO BE SOLVED: To solve the problem that, in a conventional system, there is a risk of carbon deposition during a heating step and with heating at a degree of no carbon deposition, it is difficult to supply heat sufficient for performing water vapor modification under heat insulation.SOLUTION: A fuel cell system includes: a modifier 14 for modifying a modification raw material by using both a water vapor modification reaction and a partial oxidation reaction together; a fuel cell FC which performs power generation by using a modification gas generated by the modifier 14 as an anode gas and using an oxygen containing gas as a cathode gas; and a first heater 13 which is disposed at an inlet side of the modifier 14 for mixing and heating the modification raw material after evaporation and a part of an anode exhaust gas exhausted from the fuel cell FC. The modification raw material and the oxygen containing gas which are heated by the first heater 13 are introduced into the modifier 14. Modification efficiency is improved by supplying sufficient heat to the modifier while preventing the carbon deposition in the heating step, and power generation efficiency is improved as a result. |
