PROBLEM TO BE SOLVED: To suppress reduction in communication efficiency of the whole system.SOLUTION: A connection control system comprises: a relay device for communicating with a communication device; and a control server for controlling connection between the relay device and the communication device. The relay device comprises: a management frame transmission unit for transmitting a management frame transmitted from the communication device to the control server; and a connection control unit for controlling connection with the communication device according to a response instruction to a management frame transmitted from the control server. The control server comprises: a determination unit for determining, when a management frame is received, a relay device to be an attribution destination of a communication device of the management frame's transmission source on the basis of radio wave situations of relay devices existing around the communication device; and a communication unit for transmitting, to the determined relay device, a control signal including a response instruction to the management frame.
