PROBLEM TO BE SOLVED: To provide means for reducing a time taken for element arrangement and manufacturing of wiring and a mask.SOLUTION: A semiconductor integrated circuit comprises: a clock line buffer 10 which is arranged on a clock line where a clock signal passes and acquires the clock signal and distributes the acquired clock signal to a plurality of clock line trunk line parts 51-53 branched from the clock line; and clock delay adjustment parts 21A-21C which are arranged on the clock line trunk line parts 51-53, respectively and have three-stage delay paths having delay amounts different from each other when the clock signal distributed by the clock line buffer 10 passes and cause the distributed clock signal to pass any delay path of the three-stage delay paths.
