PROBLEM TO BE SOLVED: To reduce generation of defective units of a preform or a plastic bottle by making film thickness of a coating liquid, to be coated to an outer peripheral surface of a preform for plastic bottle, thin and uniform.SOLUTION: A preform coating device 10 comprises: a transfer roller 11 which rotates around a central axis 111 and is a circular column shape; and a coating device for coating a coating liquid to an outer peripheral surface of the transfer roller 11 by predetermined thickness, in which, when the outer peripheral surface of the transfer roller 11 rotates and contacts an outer peripheral surface of a preform 1, the coating liquid is transferred to the outer peripheral surface of the preform 1 from the outer peripheral surface of the transfer roller 11.
